A Basic Survey on the Establishment of a Health Insurance Cooperative for Municipal Apartment Dwellers

Abstract
This study is conducted for the purpose of examining the degree of demand of medical treatment, the utilization of medical facilities, the outlay of medical expenses, and the attitudes of the inhabitants toward establishment of a Health Insurance Cooperative in the Chamsil area. The number of the sampled households are 448 (1,862 persons) among those total 2,500 households in the Chamsil Municipal Apartment Housing Area. The analyzed results are as follows;
1. The living standard of the apartment inhabitants was found to be middle class(average monthly income of £Ü98,207), their educational level was relatively high, and showed a typical star-form population pyramid which has many productive age groups in the age composition of the inhabitants.
2. The monthly sickness prevalence rate is around 21% which is almost similar to that of the national average.
3. The outlay of monthly medical expenses was found to be £Ü 1,197 per man, and £Ü 4,795 per household which was considerably higher than that of the national average. Thus, it was indicated that they are a group of inhabitants more or less capable of defraying the cost of medical expenses.
4. It was found out that 30.6% of the total inhabitants wanted to join the Medical Insurance Cooperative and 15.2% of the entire inhabitants also wanted to join, but could not help hesitating to do so simply because they were unable to pay the premium.
5. It was desired that the insurance entrance fee was about £Ü 500 per household.
6. As for the method of the payment of the monthly insurance due, defraying by household base overwhelms the way of paying by an individual base. It was indicated that the average amount of the monthly insurance due per household desired by the prospective enrollees was £Ü 1,741.
7. As for the method of defraying the cost of coinsurance, the majority of the people prefer paying their shares at a certain fixed ratio between the Cooperative and the member to paying a certain fixed amount regardless of the magnitude of expenses.
8. In the matter of whether-or-not joining the Insurance with respect to the perceived health status of their families, it was shown that the tendency of trying to join the Cooperative increases when the members of their families are considerably prone to be sick as compared to those who are all healthy.
9. As the monthly family income goes up the tendency of trying to join the Cooperative increased except those group that belongs to the monthly income of more than £Ü 180,000. It was learned that the highest monthly income group have less intention of joining the Cooperative. Also, it was learned that more educated people have more interest in joining the Cooperative.
10. It was disclosed that the major reasons for not joining the Medical Insurance were; 26% who were uncertain of possibility of moving houses some day in the future, 21.8% who had no financial reserve to do so, and some of them wanted to go to their family physicians, etc.
11. There were more people who do not know the fact that they shall receive subsidy from the concerned government authorities, and that they shall benefit from an insurance enrollment. Considering these two facts, we can easily understand the situation that the residents of this area have poor knowledge on the Medical Insurance. Therefore, it is urgently needed to have people exposed to the benefits and activities of health insurance programs.
